OCEANSIDE–The Oceanside City Council will decide Wednesday whether to regulate payday-loan and paycheck-advance businesses after a Marine Corps general asked for laws to protect young enlistees from high interest rates. Lehnert, commanding general of Marine Corps installations west of the Mississippi, asked the council for help. Proposed amendments to the city's laws would put payday-loan operations in the same category as massage parlors and adult businesses requiring conditional-use permits from the council before they could open. In her staff report to the council, city planner Amy Volzke said at least 21 business licenses have been issued for payday-loan or paycheck-advance services in the city. Find Out More
