SOUTH Wales Police’s 2008-09 budget does not include money to cope with unexpected major incidents and emergencies. The stark warning was delivered by its chief constable, Barbara Wilding, after the force announced that Neath and Port Talbot homeowners would have to pay an extra five percent for their police force from April. The amount, which will be included in council tax bills, means a Band D householder will pay an extra £6.
