But lawmakers in Austin put most new money for teachers last year on the chance that state and local officials could dope out rational systems of channeling big raises to officially designated "excellent teachers," as opposed to some broad category of run-of-the-mill ones. Now, waves of major money have started washing through school districts, approaching a half-billion dollars in three overlapping programs with different criteria. The first big wave hit last fall, nearly $100 million to low socioeconomic schools deemed high achieving based on test scores. Houston schools tried playing hide-and-seek with bonus checks cut under their own $23 million plan, but the state told them that paying out the public’s money is public record. A secret rating system is also used by Dallas schools in their own $22 million bonus program, but those teacher ratings won’t be used in DISD to pass around the state’s money, the district tells me.
